I've been off on vacation and now I'm playing catch-up. Here's how the vote came down Monday night on Prop 229 - the 50 year lease of the parking meter system to politically connected ACS.
Voting in favor : Democrat Councillor Bateman joined all but one Republican to generate the 15 votes needed for passage. Those Republicans voting in favor were Councillors Vaughn (who declined to recuse himself even though he is chin deep in conflicts of interest in this matter), Cain, Cardwell, Cockrum, Day, Freeman, Hunter, Lutz, Malone, McHenry, McQuillen, Pfisterer, Rivera, and newly appointed Sandlin (who replaces Speedy on the Council).
Voting against : One Republican, Councillor Scales, joined lone Libertarian Councillor Coleman and all but one Democrat. Those Democrats voting against the proposal were Councillors Brown, Evans, Gray, Lewis, both Maherns, Mansfield, Minton-McNeill, Moriarty-Adams, Nytes, Oliver, and Sanders.

It is extremely ludicrous that a junior member of a large law firm voting on a contract that will greatly enhance the bottom line of that firm states "it isn't a conflict". Even if there isn't an initial financial reward of over $1000 you can bet that some other form of recompense will occur, it will just be off the books.
If Diogenes were alive he couldn't find an honest man in this town.
Jon, I was thinking the same thing? You think Vaughn hasn't earned a big bonus for helping ACS?
Oh yeah, Vaughn will get something, maybe free parking for life.
Isn't free parking a spot on your way to 'jail'?
Vaughn will be tossed to the curb as soon as the trouble begins.......and he knows it.
Plausible deniability:
Refers to the denial of blame in loose and informal chains of command where upper rungs quarantine the blame to the lower rungs. In the case that illegal or otherwise disreputable and unpopular activities become public, high-ranking officials may deny any awareness of such act or any connection to the agents used to carry out such acts.
Brizzi passed out "Get out of Jail Free Cards" to Ballard, Roob, Huber, et cetera.
Free Parking - a player pays out cash as a result of a Chance or Community Chest card, the money is put into the center of the board. Then, when somebody lands on Free Parking, they get to take all the cash that's accumulated up to that point. Hence - ACS landed on the "Free Parking" and they will collect the pot.
City County Council Vaughn "Passed Go" and will collect more than $200.

Remember the Shanda Sharer murder from 1992? Four teenage girls kidnapped, tortured her for 10hrs than burned her alive.
Hope Rippey lured Shanda from her home, stole her cloths and jewelry, helped to hold her down while Melinda Loveless strangled her until unconscious, sprayed Windex into Shanda’s open wounds as she was tied in the trunk of a car while she cried for her mommy, and finally poured the gasoline on her that they used to burn her to death while she was still alive.
She obtained an early release in 2006 funded by a mysterious Martha Adams on the basis that she was a born again Christian.
Does anyone here know how to find information about this Martha Adams who supposedly volunteered at IWP and financed Hopes Rippeys early Release ?
There is a Moriarty Adams who is a politician in Indianapolis and is associated with the Indianapolis Metropolitan Police Department, the Sheriff's Department, Forensic Services and other public safety agencies. She is also on several committees, including the Criminal Justice Committee and the Mayor’s re-entry task force that assists ex-offenders to adjust to the outside by helping them connect with job opportunities, amongst other things.
Moriarty’s husband is an ex-IMPD officer that retired after allegations against him and now works for the Sherriff’s Department.
The re-entry program survives on state and federal public grants, and donations, a high profile offender like Hope Rippey doing well on the outside would reflect positively on this program and assist with obtaining larger grants and donations.
Lets not forget these are politicians involved here who always have their sticky little fingers ready when there is cash at hand and more money in the fund would trickle down to them in some way.
Hope once posted in an Internet forum that she still has a friend in the re-entry program and should this Martha Adams and Moriarty Adams be one in the same or a relative, and the friend that Hope wrote about, this would mean Hope’s release was obtained with public funds.
Who funded Melinda Loveless’s attempt at early release?
anon 5:05 - that's quite a stretch, linking Councillor Moriarty Adams to any of this. whitepages.com says there are 348,852 people in the Country with that last name.
Not so much of a stretch if you knew of the political clout and law enforcement resources being used across the Internet in defense of Hope Rippey and questions about her early release.
Including threats of framing one individual by someone with extensive knowledge of Forensic Science, who also boast about their associations to Indiana’s criminal justice system.
We’re not saying it is she; it’s just that there are some similarities to the committees she is associated with.
Melinda Loveless also had a mysterious donor that financed her appeal and used the same lawyer as Hope Rippey.
Follow the money!
